Even after six decades of planning, the development deficit in Bihar is enormous. This requires correction. Chief Minister Shri Nitish Kumar has raised the issue of Special Status to Bihar to propel investments, ever since he took over as the reins of the state. This is an attempt to unite all those who want progress and prosperity in Bihar. This is an attempt to support the call by Shri Nitish Kumar for a Special Status to Bihar.

It is important to note that the gap between the per capita income of Bihar and the national per capita income has kept on widening since the beginning of the planning era. Due to exemplary growth shown by the state it has shown some sign of recovery in recent year but the rate of recovery is quite low. In fact, at the beginning of planning era in 1950-51 Per Capita Income of Bihar at Constant Prices (2004-05) was Rs. 4707 which had a gap of 31.37 % with respect to average per capita income of India.
This gap has continued to widen in each succeeding plan period up to ninth plan. During 11th Plan period the gap has started narrowing down. But the rate of narrowing down is extremely slow. In the year 2011-12 the rate the gap has narrowed down by 2.5% percentage. By this rate the state would be able to bridge the gap in more than 25 years.
We need special status to develop the state in terms of literacy, more specially female literacy, education and skill development, sanitation and public health measures, family limitation, development of the productive resources of the area, Infrastructure development, special measures for alleviation of poverty and bringing about significant improvement in the living conditions of the weaker section of the society and land reforms.
Thus the according of a Special Category Status for Bihar is necessary both to secure access to larger resources, sustain higher investment and growth and also attract private investment to achieve a 15% rate of growth which is critical to alleviate poverty and improve its physical and social infrastructure and join the ranks of the developed states.
